Palm Coast council to discuss new signage ordinance, comprehensive plan update at March 12 meeting

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The agenda for the City Council Workshop Meeting on Tuesday, March 12th, at 9 a.m. will be as follows:

Presentations

The following proclamations and presentations will be presented:

  1. The City Administration will provide an update presentation on the Comprehensive Plan 2050. The consultant team will start discussing Phase 2 of the update, which builds upon Phase 1 activities. Phase 1 involved community outreach through civic groups, attending events, and using an interactive website for feedback. This feedback forms the basis for the consultant team's task of developing a Vision Statement and Core Planning Values. These will guide the creation or revision of goals, objectives, and policies in the Comprehensive Plan. In Phase 2, the Comprehensive Plan Team will gather City Council feedback on a draft Vision Statement and core planning values. They will also engage the community on these aspects while beginning to draft new or updated goals, objectives, and policies.
  2. The Community Development Department will present amendments to Chapter 3 Zoning Uses, Chapter 12 Signs and Advertising, and Chapter 14 Glossary of the Unified Land Development Code. Chapter 12, regarding Signs and Advertising, was incorporated into the Unified Land Development Code in August 2008. It has since been amended twice, in 2009 and 2012, in collaboration with stakeholders to offer more flexibility to developers. The current amendment aims to align the sign code with legal changes, address challenges, and make it less restrictive and more business and community-friendly. The PLDRB unanimously recommended City Council's adoption of the proposed ordinance amending the sign code, including the prohibition of signs within right-of-ways as regulated in Chapter 12 of the Land Development Code.
  3. The Community Development Department will present on the City of Palm Coast Public Hearing Notification Requirements. At the City Council Workshop on January 9, 2024, Council requested staff to discuss the notification requirements for community development ordinances, including relevant laws such as the Florida Statutes and Unified Land Development Code.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
