Fourth suspect in sexual assault surrenders

The fourth suspect charged in connection with a March sexual assault in Flagler Beach has turned himself in this afternoon, deputies said.

Frank Goggans, 31, of 65 Leidel Drive, surrendered around 12:30 p.m. Wednesday, at the Flagler County Inmate Facility.

Goggans is being processed through the jail and is expected to post a bond of $25,000 on a charge of kidnapping. Three other men wanted in connection with the assault have already turned themselves in.

Kurt Benjamin surrendered himself Saturday morning on a warrant charging him with sexual battery and kidnapping and was transferred to the Clay County Jail. He is being held on $100,000 bond.

Daniel Goggans turned himself in to the Flagler County Inmate Facility on Oct. 31. He was transferred to the St. Johns County Jail, where he was released Nov. 5 after posting $100,000 bond on charges of sexual battery and kidnapping.

Charles Larkin Cowart turned himself in Oct. 30. He is charged with sexual battery and kidnapping. He is being held without bond on an additional charge of violation of probation.
