Sheriff's head of investigative division resigns

Cmdr. Jack Bisland, who heads the Investigative Services Division of the Flagler County Sheriff’s Office, has resigned.

Bisland has accepted an appointment with the State Attorney’s Office, where he formerly worked as an investigator, according to a staff email sent by Undersheriff Rick Staly.

When Sheriff Jim Manfre took office in January, he appointed Bisland as the head of investigative services, a position that paid an $83,000 salary. Manfre said at the time that Bisland’s background, which includes extensive forensics experience, would bring the Sheriff’s Office to “another level” in its investigations.

“(Bisland) has done an outstanding job during the transition and helping us develop the foundation for the future of the Investigative Services Division,” Staly wrote in his email.

Bisland’s will remain with the Sheriff’s Office until July 19. However, he will be taking pre-approved leave for a trip to Ireland, so his last day of service will be July 3, Staly said.

Lt. Chris Sepe will head the Investigative Services Division until July 10. Then, Lt. Steve Cole will take command of the division “until further notice,” Staly said.
