As the housing market continues to recover in Palm Coast, the City Council on Tuesday unanimously approved rezoning of land in the C-section for a new single-family housing development.

The development, known as Country Club Harbor, will be located off Clubhouse Drive, near Sesame Island.

According to the conceptual plan, there will be about 55 single-family units in the development. The rezoning the City Council approved changes about 22 acres from master planned development to single-family residential.

Also, Sesame Island, which is about 7.3 acres, will be changed from master planned development to parks and greenway designation.

The developer, DR Horton, has the rights to Sesame Island. The proposed plans had a recreational park and walking path being constructed on the island, but because the proposal calls for a gated community, only the residents of Country Club Harbor would reap the benefits.

The next step will be the approval of the final plat for the development. Before that’s approved, the City Council will address its concerns over who gets Sesame Island, and what should be done with it.

“We have met with them and talked to them, and they know they have to address that issue,” City Manager Jim Landon said Tuesday.

The final plat is expected to come back before the City Council at an upcoming meeting.

Officials said the development could go vertical by 2014.
