A bilingual school should open in 2012.

The Global Outreach Charter Academy of Palm Coast, a Russian bilingual school offering kindergarten through eighth grade, was approved for operation by the Flagler County School Board Sept. 20, making it the 12th school in the district.

With a projected enrollment of 364 students in its first year, academy representatives call the school’s model “unique” and “innovative.”

“Russian is not first in this school,” said Paul Bratulin, academy spokesman, explaining that the school will use foreign language as a gateway into higher learning. Academics and standardized tests are the top priorities.

“Children who learn Russian early on can go on to master English much earlier,” he said.

Learning Russian also helps in grasping logic-based subjects, he added, because the language is based on the same reasoning as mathematics.

The school’s founder, Sergey Soroka, also runs schools in Jacksonville and California. The Global Outreach Academy, though, will be aligned with Sunshine State standards and modeled after the Sarasota School of Arts and Sciences.

“We really believe Global Outreach is a unique school,” said Susan Biehler, the school’s charter liaison. “It’s rigorous, it’s relevant to the community, and it’s results-driven.”

The academy is in talks with Roma Court, City Marketplace, Flagler Plaza and Palm Coast Parkway Plaza to host the facility.

After-school language classes will be offered to parents, as well.

The academy’s application was accepted unanimously.
