County: Lehigh Trail to be improved, extended

Bridge replacement, trailhead creation and trail extension projects were approved Nov. 7.

The Flagler County Board of County Commissioners, at the Nov. 7 meeting, approved several road/trail projects, funded primarily through the Florida Department of Transportation. Most of the grants were previously approved through local-agency-program agreements from August 2007 through December 2009.

The largest project on the docket was the replacement of a bridge on County Road 305, about 2.5 miles south of State Road 100. For $2.2 million, the bridge will be the sixth of seven bridges on Flagler’s west side to be replaced, tentatively scheduled for construction in the spring.

The first bridge on County Road 305 was replaced at the end of 2008. The second, third and fourth bridges were completed in 2010. The fifth was replaced in May.

The seventh bridge is scheduled for replacement in 2015.

Lehigh Trail: new trailhead
Through a $500,000 FDOT grant, the County Commission approved the construction of a new trailhead at Lehigh Trail, on Colbert Lane.

The trailhead will include paving, lighting, signage, picnic pavilions, bathrooms, rest facilities, landscaping and about 30 new parking spaces.

FDOT has provided the majority of all funding for the design, permitting and construction of the Lehigh Rail Trail, between Colbert Lane and U.S. 1.

Construction of the most recent segment, between Belle Terre Parkway and U.S. 1, was completed last year.

“This is a brand-new $.5 million grant,” County Administrator Craig Coffey told the board.

Next, the County Commission will award a building contract for the Lehigh Trail improvements.

Lehigh expansion to Bunnell
From East Woodland Street to Royal Palms Parkway, Lehigh Trail will be extended toward Bunnell, connecting Colbert Lane and U.S. 1, where it currently deadends.

Through an agreement approved by the board in June 2008, when $100,000 was OK’d for the design of the sidewalk, the county recently received an extra $24,000 to account for unforeseen wetland-mitigation costs.

Bigger, better, boxier
The board also approved $60,000 in FDOT funds for the design and permitting of the replacement of three box culverts — concrete box pipes, larger than standard piping — along County Road 305.

“The culverts were originally constructed in the early 1950s, and need to be replaced,” Coffey said.

FDOT funding comes through in cycles, he added, and the county processes them as soon as they’re received.
