Apparently, state Rep. Bill Proctor is too popular. The longtime elected official had excess in his campaign funds, so he donated $1,000 of it back to Flagler County.
Lisa Hale, operations manager at the Flagler Humane Society, and Ronald E. Pokigo, treasurer of Friends of the Library, each accepted a $500 check for their organizations.
