Developer Michael Collard, of the Winter Park, Fla.-based Collard Properties, has indicated plans to buy the decades-old Palm Harbor Shopping Center from the Inland Group and bring in stores like Bed Bath & Beyond, World Market, Jo-Anne Fabrics and Crafts, Moe’s, Chico and ULTA.

The shopping center has struggled in recent years.

A number of stores — including Blockbuster, CVS Pharmacy, a Bealls Outlet and several restaurants — have all closed, and current tenants have expressed hope that Collard's plans will revitalize it.
