Two suspects surrender in assault case

Daniel Goggans and Charles Cowart, two of four men charged in a March sexual assault, turned themsleves in to the Flagler County Detention Facility Thursday, Oct. 31. They are both being held on $100,000 bond on charges of sexual battery and kidnapping. Two other suspects remain at large, Frank Goggans, 31, who is charged with false imprisonment, and Kurt Benjamin, 26, who is charged with sexual battery and kidnapping.

Detectives said the woman had been drinking with a friend at Finns Beachside Pub in the early morning hours of March 20, when she began talking with two men, one who was identified by witnesses as Charles Cowart, who also goes by the nickname, “Skeeter.”

Witnesses said the woman, who detectives say was incapacitated due to alcohol consumption, left the bar with the two men and wound up on the beach, where she was sexually battered by Daniel Goggans, Benjamin and Cowart. The men then transported the intoxicated woman to a hunting cabin in West Flagler County.

Frank Goggans is accused of placing the woman in his vehicle against her will and transporting her to the cabin.

“The victim was physically helpless to resist at the time,” according to detectives.

Detectives said Cowart drove the woman home the next afternoon and admitted to having sexual relations with her on the previous evening. When the victim arrived home, she immediately reported the assault to her mother, and the Sheriff’s Office was contacted.
 

“Our detectives have tenaciously worked on gathering the facts in this case so we could charge these four with these felony offenses. The victim was violated and held against her will. These men should pay a price,” Flagler County Sheriff Jim Manfre said in a statement.

Tipsters may remain anonymous and could be eligible for a reward of up to $1,000.
