Two fugitives arrested after 911 hangup call

A woman who contacted 911 was a wanted fugitive.

Text messaging between a woman in distress and the Flagler County Sheriff’s Office Dispatch Center on March 30 led to the arrest of of 30-year-old fugitive Amber Bruder and 29-year-old Jacob Baer, who were hiding in a rented apartment at the Legacy Vacation Resorts off Clubhouse Drive.

The Sheriff’s Communications Center received a hangup 911 call at around 4:30 a.m. A communications specialist tried to call back, and there was no answer. But text messages to 911 began to come in from the same person. 

“I just found my phone. He is holding me against my will,” read one text from the caller.

The Sheriff's Office determined that the phone was in a building at the Palm Coast Resort. 

Property management told law enforcement that the phone number was connected to an apartment rented by Bruder, who was believed to be wanted. Bruder and Baer have a history of domestic disturbances. Last week, Volusia County deputies arrested Baer for battery against Bruder, and a no contact order was issued for both subjects on March 25. 

Deputies arrived at the apartment and tried to make contact with the occupants.

From outside, deputies could see people moving through the unit trying to hide.

Deputies ordered the occupants multiple times to come to the front door, but they did not comply.

Finally, Bruder came out of the apartment while Baer remained inside, refusing to exit or answer his phone. He eventually complied with deputies, and both subjects were secured.

Bruder was wanted for a Violation of Pretrial Services in reference to a Domestic Battery charge in February of 2022. She’s been arrested several times in Flagler County for Aggravated Battery, Child Neglect and Battery on Law Enforcement Officer.

Baer also has a lengthy criminal history in Flagler for Possession of Marijuana, Sale of Marijuana, Possession of Drug Paraphernalia, Aggravated Battery on a Pregnant Person, False Imprisonment and Tampering with Witness/Victim to Hinder Contact with Law Enforcement. 

“This is a prime example of why we implemented text to 911,” Sheriff Rick Staly said. “Although in this case we arrested the person that notified us because of her active warrant, we might have also just saved her from serious injury because of our text to 911 capability. I commend our communications specialist that handled the 911 hangup and then the text messages exactly as they were trained, and our deputies that responded and handled the call with professionalism and patience. This is why we send a deputy sheriff to investigate every 911 hang-up.” 

Bruder is at the county jail and is facing charges for her Violation of Pretrial Release for Domestic Battery and is being held on no bond.

Currently being treated at Advent Health, Baer will soon be transported to the Green Roof Inn to face charges for Violation of No Contact Order and Violation of Probation for False Imprisonment, Resisting Officer without Violence, Tampering with a Victim and Hindering Call to Law Enforcement.
