Ten apply for gubernatorial appointment to County Commission District 2 seat

Many of the 10 applicants, all of them men, are familiar faces in local politics.

A total of 10 people have applied for a gubernatorial appointment to the Flagler County Commission District 2 seat left vacant after the death of Commissioner Frank Meeker in July, according to Gov. Rick Scott's Office. The term remaining for Meeker's seat was 27 months and 28 days — just under the 28 month limit which would have necessitated a special election rather than an appointment by the governor.

The 10 applicants are: 

Kenneth Eubanks: A Putnam County commissioner from 2008 to 2012, Eubanks has also been a real estate associate with Watson Realty and spent the bulk of his career as a public relations representative for Clay Electric. 

Patrick Kelly: Kelly is CFO of the web-based communications firm VOLO, LLC, and a former regional manager of RBC Bank on Cypress Point Parkway. He has taken leadership roles in the Flagler County Chamber, Rotary Club of Flagler County and the Flagler County Education Foundation, among other community service initiatives. 

Howard Holley: A former Xerox senior vice president who ran against Meeker unsuccessfully in 2014, Holley has also been board chair of the Flagler Chamber and the Daytona State College Foundation.

Larry Jones: A longtime Orange County government administrator, Jones spent 37 years as a senior staff member for the Orange County government and moved to Flagler County in 2009.

Jonathan Netts: Palm Coast’s mayor since 2007, Netts has served on the Palm Coast City Council since 2001. He also serves as a commissioner for the Florida Inland Navigation District and the Regional Planning Council. 

Marc Bellapianta: Bellapianta is regional manager for Watson Realty Corps and former president of Flagler Palm Coast Property Management. He is on the Flagler County Affordable Housing Advisory Committee. 

Gregory Hansen: A retired U.S. Navy captain, Hansen was a treasurer of the recently-disbanded Ronald Reagan Republican Assembly of Flagler County.

Edward Fuller: A former president of the Republican Club of Palm Coast, Fuller is leading an initiative to create a veterans treatment court in Flagler County. 

Ross Whitaker, Jr.: Whitaker is a real estate agent with Adams Cameron and Co., and ran unsuccessfully for the Flagler County Commission District 5 seat in 2012. 

David Alfin: Alfin is a real estate agent with Watson Realty Corps in Palm Coast, a Flagler Chamber member and former CEO of Chanel and president of Max Factor. Alfin moved to Palm Coast in 2012 and is on the board of directors of the Flagler County Education Foundation.

(Application materials for Fuller, Whitaker and Alfin were not included in the Governor’s Office’s Sept. 16 response to an Aug. 12 open records request by the Palm Coast Observer seeking all application materials for the District 2 seat, because, according to the state Office of Open Government, those three applicants had not submitted their applications prior to the Aug. 12 records request. The Observer has requested those records and will add them here once they are received.)
