Suspect out on bond for child sex charge accused of raping teen

Victor Williams, 42, drugged the teen and raped him while he was unconscious, according to law enforcement reports.

A Palm Coast man caught trying to lure a 14-year-old for sex during a Volusia County internet child sex sting last year was out on bond for that charge when he raped a 16-year-old boy after giving him drinks and drugs until the teen passed out, according to a Flagler County Sheriff's Office report.

When the case was reported to the Sheriff's Office, the victim was in the hospital. His mother had contacted law enforcement.

When law enforcement monitored a phone call between Williams and the victim's mother, Williams admitted to having had sexual intercourse with the victim and to having provided the teen with alcohol. He also admitted during an interview with detectives that he had assaulted the victim, according to a Sheriff's Office news release. 

The teen's parents realized something was wrong after he sneaked out of the house the night of Sept. 10. He was found passed out in front of the front door the next morning, according to a Sheriff's Office case report.

He admitted to his parents that he'd gone out and met up with an older man and had a few drinks.

He then went to the bathroom and stayed long enough that his parents became concerned and broke down the door when he wouldn't open it.

They found the teen crying. He had fresh bruises on his body. His mother told law enforcement that he seemed very "out of it," struggled to stand on his own, was running into walls and had slurred speech.

He later told his parents, "I think I was raped."

He at first refused to go to the hospital. He said the suspect, Victor Williams, had made him a margarita, given him a Xanax and then offered to go to the store to buy him a Four Loko alcoholic beverage, according to the case report. The teen said he'd asked to go along, but Williams had told him, "No, because you are under 21." He also took an unknown orange pill.

The boy's mother told him that if he told her what home he'd gone to that night, she wouldn't contact law enforcement. It was a ruse, she told deputies: She wanted the teen to give her more information.

The teen gave her a few possible locations, and she tried to meet up with the person he'd described to her — a man in his 40s, named "Vic," with long dreadlocks. A neighbor recognized the description she gave and directed her to a house on Big Bear Lane. A man who didn't match the suspect's description answered the door. 

She asked if "Vic" was home. He said no. But there was a sheet of paper on the door that listed his phone number.

The woman called him, introduced herself and asked the suspect if he knew her son, saying, "He was at your house Monday night; he is 16 and a half years old." Williams replied, "Who, the 18 year old?” 

She said, “Yeah, the 16 year old, my son, did you rape my son, did you put your hands on my son?"

Williams replied, "Well, he is 18 … on his online profile he said 18.”

The woman hung up on him and then called her sister to listen in so there would be a witness when she called him back.

Williams continued to deny raping the teen, and the woman said, “Do you know what consensual means?” He replied, “Yes.”

She said,  “Let me tell you this, if you can even admit to having sex with my son, even though you might think it’s consensual, I will not call the police. I will be mad at my son. He went and had sex with a 40-year-old man behind my back and is making up a story. It will be his ass and not yours. So, did you have sex with my son?”

Williams said "Yes," and then made statements like "I took care of him," the woman told deputies.

The teen, speaking to an investigator, said that he'd passed out at Williams' home and had awoken to find Williams preforming a sex act on him.

When law enforcement monitored a phone call between Williams and the victim's mother, Williams admitted to having had sexual intercourse with the victim and to having provided the teen with alcohol. He also admitted during an interview with detectives that he had assaulted the victim, according to a Sheriff's Office news release. 

When detectives searched his home, they found cash and the drugs the victim had described, plus more drugs and drug paraphernalia that appeared to be prepared for sale, according to the news release. 

“This repeat sex predator is off the streets and locked up in our jail thanks to the great job by our deputies,” said Sheriff Rick Staly said in the news release. “I hope the courts keep him in jail so he cannot hurt another child and that he goes to prison for a very long time.”

Williams was booked into the county jail. He is charged with rape of a victim between 12 and 18 years old, felony possession of a controlled substance, felony possession of cocaine with intent to distribute, and misdemeanor possession of drug paraphernalia.
