School Board decides not to sell State Road A1A parcel to Flagler County government

'These are taxpayer assets, and we should realize the value of the asset and trade it value for value, rather than appraisal value,' board member Janet McDonald said.

The Flagler County government is interested in buying a 20-acre parcel of land owned by the School Board on State Road 100. But the School Board isn't interested in selling — at least, not at appraisal value. 

The wooded parcel is just south of Pamela Parkway on the western side of A1A, where the county has been interested in buying it with county Environmentally Sensitive Lands Fund money. 

County staff had approached school district staff about the potential purchase on Feb. 12, said Dave Freeman, the school district's facilities manager, at a Feb. 23 School Board workshop. 

The land had previously been part of the Hammock Dunes Development of Regional Impact.

Board member Janet McDonald said the she'd met with county staff about the potential sale during the tenure of former Superintendent James Tager.

"They were interested in this parcel for a boat launch ... and for economic reasons," she said. 

The school district had been considering swapping that land for land that could be used for a potential school site, she added, but the county didn't have anything they wanted to swap. 

"That's why it didn't go anywhere then," she said. 

A land transfer between the government entities would involve having multiple appraisals conducted on the property and using those to set a sales point.

McDonald said she hadn't been comfortable with appraisals the district had received on its properties in the past. Board member Colleen Conklin agreed.

"These are taxpayer assets, and we should realize the value of the asset and trade it value for value, rather than appraisal value," McDonald said. 

The board decided not to sell the land at this time.
