Four Flagler Beach firefighters were found to be in violation of city ordinances for drinking before responding calls or while at the station in uniform back in December, according to the investigative report released Wednesday.
Fire Chief Martin Roberts, Assistant Fire Chief Shane Wood, firefighter Jacob Bissonnette and fire and police Capt. Steve Wood were all put on paid administrative leave last month.
All four firefighters face termination for violation Section 2-231 of the city of Flagler Beach Code of Ordinances.
The investigation was conducted by Daniel Langley, an independent investigator with Fishback Dominick — a Winter Park-based law firm.
The investigation cost about $15,000, according to Bruce Campbell, city manager for Flagler Beach.
Campbell sent out a letter to all four firefighters on Wednesday, requesting them to appear for a pre-disciplinary hearing, tentatively scheduled for Feb. 13.
All four firefighters face termination.
The purpose of the hearing is to provide an opportunity for each firefighter to present evidence to Campbell that could influence his disciplinary decision.
“(I want to) make sure everybody has due process,” Campbell said Wednesday. “Depending on what’s heard or not heard, then it would be along the lines or lesser than (termination).”
The investigation also concluded the firefighters violated the Flagler Beach Fire Department’s Standard Operating Procedures manual.
