ON THE AGENDA: School Board and City Council to discuss back-to-school issues, millage rates

The Palm Coast City Council and the Flagler County School Board will each hold meetings on Tuesday, July 21.

The Flagler County School Board and the Palm Coast City Council will hold their regular meetings and workshops on Tuesday, July 21, discussing issues that include back-to-school procedures and tax rates. The City Council will be meeting virtually, while the School Board will meet in person. 

Here's what's on their agendas.

Palm Coast City Council:

Proclamations and presentations: 

  • Christmas in July: A city proclamation will recognize the work of Christmas Come True, a local nonprofit which is organizing Christmas In July events to help families that have lost income due to the pandemic. The organization will provide assistance with food, rent, car payments, car registrations, car insurance, furniture and home goods, according to the proclamation. Christmas Come True was founded in 2009.
  • COVID-19 updates: The Palm Coast Fire Department will provide updates on COVID-19 in Palm Coast.

Resolutions:

  • Setting a proposed maximum millage (TRIM) rate and first (tentative) budget hearing date for the fiscal year 2021 budget:
    City staff proposed a maximum millage rate of 4.6989 mills during a July 14 workshop. That rate is the same as the current rate, but would bring in an estimate additional $1.6 million in tax revenue for the city in the coming fiscal year due to rising property values. The proposed first budget hearing date is 6 p.m. Thursday, Sept. 10.
  • Amendment to the citizens participation plan and FY ’19 CDBG annual action plan:
    The city has received an additional $299,058 in Community Development Block Great funding this year as a result of the Coronavirus Aid, Relief and Economic Security Act (CARES Act). The city proposes to use the money for utility payment assistance for eligible families, and to amend the Citizen Participation Plan to allow a comment period of not less than five days for Action Plan amendments taken in response to the coronavirus.
  • Technical site plan-tier 3 for Palm Coast storage on State Road 100:
    Bella Cita Storage has submitted a technical site plan application for a self-storage facility with exterior storage of boats and recreational vehicles on a vacant 23.43-acre parcel on the north side of SR 100 about 6 miles west of Colbert Lane. The project would include 10 enclosed buildings totaling 130,175 square feet, a 900-square-foot office and a 34,300-square-foot covered RV/boat storage area, plus 58 outside storage spaces for boats and RVs. The proposal was approved 4-0 by the city's Planning & Land Development Regulation Board.
  • Approving the selection of a certified public accounting firm to perform independent audit services:
    Three shortlisted firms gave presentations at a July 14 council meeting. City staff is asking the City Council to authorize the city manager to negotiate a contract with the top-ranked firm, James Moore & Co. The proposed contract would then come back to the council for approval at the next council business meeting.
  • Approving an interlocal agreement Flagler County coronavirus CARES Act relief funding distribution fund:
    The federal government has disbursed Coronavirus Aid, Relief, and Economic Security Act funding to Flagler County, which is responsible for distributing that money to its municipalities. A proposed interlocal agreement would establish procedures for the disbursement of that money to the city of Palm Coast.
  • Approving the nuisance abatement initial assessment:
    Each year, the City Council is tasked with authorizing the imposition of nuisance abatement assessments, which are then sent out with the annual ad valorem tax bills. The assessments seek reimbursement from property owners for instances in which the city spent money to abate a nuisance on their property.
