+ City, county honor fallen soldiers on Memorial Day
Flagler County and the city of Palm Coast held Memorial Day services Monday, May 30, at Heroes Park and in front of the Government Services Building, respectively. To begin the county’s ceremony, County Commission Chairman Alan Peterson — himself a veteran — said: “I hope that we will always remember the individuals we honor today and the sacrifice that they made. They should not become just names on the wall or on a cemetery marker.”

Flagler County’s ceremony concluded with Circuit Judge Raul Zambrano playing “Taps.”

+ Flagler Beach, pier close to negotiating resolution
After six weeks on the agenda and more than a year of negotiations, the Flagler Beach City Commission and local business owner Raymond Barshay — potential pier restaurant lesee— have tentatively agreed on terms that could keep Barshay in business for the next 25 years.

Commissioners will vote to approve or reject a second reading on an ordinance authorizing the current lease next month, after tweaks to the document’s language.

Barshay also owns several southern-area restaurants, including River Grille, in Ormond Beach.

Pending results of a Florida Department of Environmental Protection land survey, which could cost up to $25,000 and potentially result in declined permits, Flagler Beach is willing to grant Barshay the right to build an outdoor deck onto the city-owned building.

“Mr. Barshay is going to front all of the money for that, and he would be reimbursed up to $50,000 by the city,” said Bruce Campbell, Flagler Beach’s acting City Manager.

Barshay was also granted an opt-out clause, which expires Sept. 1 and is contingent on his negotiations with the current rent owner, Katalin Meyer, whose lease runs out April 2012. According to Campbell, Meyer and Barshay have already come to agreements concerning his purchase of the remainder of her lease.

Barshay will be expected to pay Flagler Beach a portion of his earnings exceeding $1 million.

+ Bunnell man bites officer after Internet Café arrest
Martin Elieser Sanchez Rios was arrested May 20 at the Lucky Day Sweepstakes, at 108 Flagler Plaza Drive, after he was asked to leave. The owner reported a vulgar outburst, and a deputy responded.

According to the Flagler County Sheriff’s Office report, Sanchez Rios became aggressive. He was brought to the Flagler County Inmate Facility for booking, where, according to the report, “Sanchez urinated on the floor and then spit in the face of (a deputy) … Due to the combative behavior, a determination was made to place Sanchez Rios in the Pro Straint Chair, at which time Sanchez Rios bit (a sergeant) on the right forearm — all of which were against the will of the sergeant and deputy.”

Sanchez Rios was charged with two misdemeanors: disorderly intoxication and resisting an officer without violence.

+ Lightning strikes fire behind Epic Theaters
According to Palm Coast Fire Chief Mike Beadle, a May 27 fire, near a pond by the Town Center Epic Theaters, resulted from one of about three lightning strikes in Flagler County during the day’s thunderstorms.

The fire was contained to an area of about 25-by-50 feet. The helicopter used a 216-gallon bucket to douse the flames. The Division of Forestry assisted in clearing the way for the Palm Coast Fire Department.

Another lightning strike touched down in Bunnell, and another one or two west in the county, Beadle said.

+ Test results: Palm Coast water safe in tower
According to the Health Department and the water utility’s contracted laboratory, results on water samples from Palm Coast’s water tower on Interstate 95 show no contamination, following supposed vandalism on May 17. After the water tank vandalism incident, the city immediately isolated the tank water from the main system. Water samples were then collected as part of an ongoing investigation. The Department of Environmental Protection reviewed the tests and saw no signs of contamination. Now, the city is performing routine water tank maintenance.

+ Corrections
Michael Heiser died in 1996, in the bombing of the Khobar Towers barracks complex.

Florida Hospital Flagler currently has more than 30 contributing members of the 20/20 Society.
