Kiwanis names Law Enforcement Officers of the Year

The Flagler Palm Coast Kiwanis Club held its annual Law Enforcement Officer of the Year luncheon Wednesday, June 3, honoring an officer from each Flagler County law enforcement entity.

The recipients from the Bunnell Police Department were Officers Shane Tully and Shane Groth, who were honored for their actions when responding to a call of an elderly person in bed and unresponsive. Without delay, Tully and Groth checked for a pulse and when no pulse was found, the two officers began giving CPR, switching roles of administering compressions until a slight pulse was detected and medical assistance arrived on scene and took over.

“I'm extremely proud of them, they are both very deserving of this award,” said Bunnell Police Chief Tom Foster.

Officer Johnny Bingham was honored from the Flagler Beach Police Department. Bingham served in Ormond Beach for 23 years before joining the Flagler Beach Police as a reserve in 2011 and fulltime in 2013. He is the only fulltime motorcycle officer. In 2014, he wrote 480 traffic tickets, 257 parking tickets, and made eight arrests. He also leads the hit-and-run investigations and solved three hit-and-run incidents in 2014.

For the Flagler County Sheriff’s Office, Deputy Frank Barbagallo was honored. Barbagallo was given this award, without hesitation, according to Chief Deputy Jeff Hoffman.

“He hasn't done just one good thing, but comes to work every day and does three times the work than people half his age,” Hoffman said.
