Island Walk rezoning delayed, set for Feb. 4

Scheduling of the demolition and rebuilding of the Palm Harbor Shopping Center was delayed at Tuesday’s Palm Coast City Council workshop, because the developer needs a little more time to finalize plans, city officials said.

Last week, with a 6-1 vote, the city’s Planning and Land Development Regulation Board recommended approval of the rezoning of Island Walk, which is what the new center will be known as.

The ordinance that the planning board recommended the council approve on Tuesday was the rezoning of about 29 acres from commercial to master-planned development.

“The applicant asked that it is postponed for two weeks,” City Manager Jim Landon said, adding that it remained on the agenda because it had already been publicized.

The public hearing and vote for the rezoning is now set for 6 p.m. Feb. 4, at the Community Center.

City Councilman Bill McGuire asked Landon why the rezoning vote was being tabled.

“It’s at the request of the applicant,” Landon replied. “Staff is ready to go. This is a development agreement — a legal document — and they want to make sure they have all the ... Is dotted and Ts crossed.”

The current development proposals for Island Walk calls for the addition of about 58,500 square feet by extending the existing shopping center farther toward Old Kings Road, according to city documents.

City staff has been working out details with the developer, including traffic details. The exit between Starbucks and 7-Eleven is proposed to become a right-turn-only exit onto westbound Palm Coast Parkway. Unlike today's setup, it will not be possible to turn left onto eastbound Palm Coast Parkway.

The entrance into the shopping center at that intersection will not change.

The City Council unanimously approved to table the item until Feb. 4.
