Frustrated by Holland Park delays, city officials consider ditching contractor

The city could end its relationship with Tumbleson White Construction, but the legal process required would also take time.

Palm Coast officials are so frustrated with the glacial pace of renovation work at Holland Park that they might ditch current contractor Tumbleson White Construction, Inc. and bring in a new one.

"I want that project finished. And I want it finished soon," Mayor Jon Netts said at a City Council workshop June 14. "And if it means we have to get rid of this contractor, go after their performance bond and bring in another contractor to finish the job, I think the time has come for us to consider that."

"We have residents who are eager to get back into Holland Park, and the longer we delay that, the longer we impact their quality of life."

"We're all on the same page," City Manager Jim Landon replied. "We initiated that process yesterday."

But, he said, there's a downside: Ending the relationship with the contractor requires a legal process that would take time. Landon said the city's legal team is drafting a notice to the contractor that if the contractor doesn't put together a plan to make up the time, the city will go after the contractor's performance bond.

"Is there a contractual issue with abandonment?" Netts said. "I get the sense that's what's happening."

There has been some progress at the work site, Landon replied, but, "They’re getting further and further behind every week."

Councilman Jason DeLorenzo said he drove past the park the morning of June 11, a Saturday. "I was surprised, and not in a good way," he said. "I had thought it would be a lot further along." The work was initially supposed to be over in March.
