Four teenagers were arrested Tuesday after fleeing from Flagler County Sheriff’s Office deputies in a car stolen out of Volusia County, according to a report.
Kelvin Parks, 18, of Daytona Beach, is the only teen listed in the report. He was charged with grand theft auto, trespassing and resisting arrest without violence. He was booked into the Flagler County Inmate Facility.
Three others were listed on the Sheriff’s Office’s report: two 16-year-olds from Palm Coast and a 15-year-old from Daytona Beach.
The Sheriff’s Office’s safe neighborhood unit was conducting a probation check around 4:30 p.m., when detectives were notified that a stolen car had been in the driveway of the home, the report states.
Deputy Joseph Barile checked the area in case the car had left, and he saw a car matching the description of one that was stopped at a red light in the left turn lane on Easthampton Drive.
A check on the tag number confirmed that the vehicle was stolen out of Volusia.
The vehicle made a left turn onto northbound Belle Terre Parkway and traveled north in the left lane. After a short distance, Barile activated his emergency lights and attempted to conduct a traffic stop.
But the car accelerated and swerved into the grassy median, returning to the roadway and almost hitting the front of Barile’s patrol car, the report states.
Barile then activated his emergency siren to get the vehicle to stop, but it continued to accelerate, “appearing to flee from law enforcement,” the report states.
The fleeing vehicle went through the Royal Palms Parkway intersection, and then Barile decided to distance himself from the vehicle “because of the reckless behavior.”
“I then observed the vehicle travel off the east side of the road and travel on the sidewalk of Belle Terre Parkway,” the deputy wrote in the report, noting that he terminated the chase because he was concerned for the public’s safety.
Barile then headed north on Belle Terre Parkway to locate the next turnaround, so he could travel in the opposite direction. He then saw the car appearing to be spinning in the median and opposite lane of travel on Belle Terre Parkway, near Ponce De Leon Drive.
The individuals in the car then exited the vehicle and fled into the woods, the report states.
Barile chased them on foot. After a short distance, Barile saw a male near a wooden fence with his back to the deputy. Barile drew his agency-issued handgun to a low, ready position and told the subject to show his hands. The male then turned around and was holding a young female in his hands, who was later determined to be the male's younger sister.
The report states that the young girl was on the teen's lap the entire time while the vehicle fled deputies and was also carried into the woods while the teen fled into the woods.
The male also told deputies he dropped the girl while he was fleeing into the woods, and she began to cry because of being pricked by thorns, the report states.
Meanwhile, a perimeter was established, and K-9 units responded to the area to assist in the search of the other teens.
Two K-9 dogs and their deputies began tracking from the crash site to the area near Rae Drive, where a witness advised the deputies that they saw three black males running on foot.
Shortly after, deputies found three black males, including Parks, who were hiding in a screened-in porch enclosure near 63 Raleigh Drive.
Deputies then searched the vehicle and found a plastic baggy holding about 15 grams of marijuana wedged between the driver’s seat and the door. A Springfield 9mm handgun was recovered from the back seat, which was also determined to be stolen from a vehicle on Nov. 11, 2013, from Rycliffe Drive, in Palm Coast.
A fifth juvenile who did not flee was still in the car. Palm Coast Fire Department crews had to pull the door open, and she was transported to Florida Hospital Flagler “with no visible injuries,” the report states.
Parks was being held on $3,000 bail as of Wednesday afternoon, according to the Flagler County Sheriff’s Office’s website.
