Fired: Deputy accused of logging unworked hours

A sheriff’s deputy accused last year of falsifying his time sheets to log more than $8,000 worth of hours he didn’t actually work has been fired — for not showing up to work.

An employment termination letter to Deputy Jamie Roster from Sheriff James Manfre states that Roster failed to report to work for three consecutive days and didn't inform his supervisor of his abscence, actions Flagler County Sheriff’s Office policy considers resignation without notice and grounds for termination.

The letter, dated Sept. 23, made no mention of the prior complaints against Roster, including a Florida Department of Law Enforcement investigation into his time-keeping practices that concluded in May.

The FDLE decided not to press charges, but the investigation led the Sheriff’s Office to begin using a daily electronic time-keeping system instead of the paper version Roster was accused of abusing.

By the time the FDLE took over an internal Sheriff’s Office investigation into Roster at Manfre’s request, Roster had already been demoted from sergeant to deputy and removed from his position as a supervisor of the K-9 unit.

The investigation, which began in January 2012, revealed widespread problems with the Sheriff’s Office’s time-keeping system and a number of other deputies with hours that couldn’t be accounted for.
