DNA evidence results in arrest of Palm Coast man, who is charged with 2019 rape of teen

UPDATE: Kwentel Lakelvrick Moultrie was found guilty of sexual battery on Aug. 26, 2022, after a jury trial. He was sentenced to 10 years in prison followed by 15 years of sex offender probation.

A rape case that was first reported in June 2019 has resulted in an arrest, almost one year later.

The Flagler County Sheriff’s Office arrested 21-year-old Kwentel Lakelvrick Moultrie on Wednesday, May 13, for sexual battery of a teenager under 18 years old, thanks to DNA evidence.

“I am proud of this victim for having the courage to come forward and explain what happened," Sheriff Rick Staly said. "Our detectives and forensics did a great job. We hope the victim is able to mentally and physically recover from this heinous crime.”

The FCSO Problem Area Crime Enforcement Unit located Moultrie, of Brittany Lane in Palm Coast, and took him into custody.

In June 2019, the juvenile victim responded to AdventHealth Palm Coast with a family member and reported the incident and had a sexual assault exam completed by medical personnel. The exam was then submitted to the Florida Department of Law Enforcement.

The victim had been visiting a friend’s residence where the incident occurred. Moultrie was accused of sexually battering her; he denied the allegations. 

However, DNA evidence from the investigation was returned in October 2019, indicating "the DNA profiles are greater than
700 billion times more likely to occur if the samples originated from Kwentel Moultrie than from an unrelated
individual." In other words, they matched. This allowed the investigation to continue, ultimately resulting in the arrest warrant obtained on May 13.

“DNA evidence doesn’t lie, but criminals do,” Staly said.

Moultrie was charged with sexual battery by a person 18 years or older on a person 12 years or older but younger than 18. He was booked into the Sheriff Perry Hall Inmate Detention Facility where he is being held on a $100,000 bond.
