Developer plans for 494 homes near Colbert Lane, State Road 100

The proposal is expected to go before the Palm Coast City Council for approval next month.

An upland area near Graham Swamp, off Colbert Lane north of State Road 100, may soon be transformed into a community of 494 single family homes stretching over 292 acres.

The land, owned by Geosam Capital, has been slated for development for years: A northern section of it was zoned "Planned Unit Development," a county designation, before Palm Coast incorporated as a city. The land was then annexed into the city in 2004, and the northern parcel was rezoned to the city of Palm Coast's comparable designation of "Master Planned Development," or MPD.

The other, southern, portion is zoned single-family residential, or SFR-1.

Engineering firm Gulfstream Design appeared before Palm Coast's Planning and Zoning Board on Feb. 17 to rezone the northern parcel to single-family residential so that the whole thing, minus some conservation areas, would have the same zoning. 

The board didn't object, unanimously finding in favor of the rezoning of the northern parcel, plus the firm's request to shift some of the land in the southern parcel to preservation status. 

The density of the development will be about 1.69 units per acre. At this point, the development is expected to have a homeowner's association, but is not expected to be be gated.

The property is bordered by conservation areas to the north and west -- Graham Swamp -- mixed use to the east, and residential to the south.

It is expected to go before the Palm Coast City Council for approval next month.
