County lists potential sales tax capital projects

A new fire station and expansion of the G.W. Carver Community Center gym made a list of projects the County Commission considered at a June 2 workshop about capital projects that could be funded with the county’s half-cent local sales tax.

“We’ve kind of scratched the surface of a lot of these projects,” County Administrator Craig Coffey told commissioners at the workshop. “We don’t have detailed cost estimates; some are more developed than others.”

A total of 23 projects made the initial list, and ten made a short list presented to the commission.

One of those, an 800 MHz radio system for county and emergency communications, was pulled by Coffey, who said the money for the project could come from other funds.

The commission approved the remaining nine projects for further staff review. They include:

• Westside fire station (land acquisition and design); 345,000
• A new southern library design (with $200,000 from passport money); $200,000
• MalaCompra stormwater backbon (final permitting phase one); $140,000
• Major sewer repair (in-house design underway); $125,000
• Wadsworth/Roberts Road parking; $125,000
• Design and permitting for parking expansion at the Government Services Building; $50,000
• Design and permitting for fairground improvements; $50,000
• Audio/video equipment for the Government Services Building (with $125,000 form the School Board); $125,000
• Expansion design for the Carver gym; $90,000

During the meeting, Commissioners Frank Meeker and George Hanns also asked that staff prioritize repair of a barn roof at Princess Place Preserve, but that project is still awaiting a cost estimate from an architect, and was not added to the list.

The county will also need to replace audio-visual equipment in the chamber meeting room, a project estimated to cost about $250,000. The cost would be split with the school board, which also uses the room.  

After Commissioner Barbara Revels balked at the figure, Coffey explained it. “Some of it’s your TV broadcasting equipment, your editing equipment,” he said. “It’s all digital now. We have all analog equipment.” The county will have to undertake the conversion in order to continue broadcasting government meetings, he said.

Commissioners also watched a presentation on plans for the Sheriff’s Operations Center by architect Christopher Noel, vice-president of TTV Architects.

Architectural drafts Noel presented to commissioners showed a wide, one-story building with large windows facing State Road 100, and the beige, manila and green color scheme of the current Sheriff’s Office building.

The building, another project funded byt he half-cent sales tax, could be ready for deputies to move in during the fall of next year, he said.

The initial list of 23 projects and cost estimates county staff presented to commissioners during the meeting is reproduced below. The commission will discuss projects not among the nine approved at the June 2 meeting at another time.

• 800 MHZ analysis upgrade (consultant to assist with process) $100,000-$100,000
• Palm Coast Library addition (add 13,000 square feet) $1,600,000-$2,200,000
• New Southern Library (help serve residents geographically $3,000,000-$4,200,000
• Library design (expansion or new) (develop design for selected option) $75,000-$175,000
• Carver Center Expansion (add classrooms, parking, 13,000 square feet) $250,000-$250,000
