The president of the Las Brisas Condominium Association in Matanzas Shores hid a video camera in a house plant in a condo's master bedroom without the owner's permission.

"It’s a disgusting invasion of privacy. Our Major Case detectives did great work to get this pervert in handcuffs and taken to the Green Roof Inn.”

Deputies arrested the suspect, 59-year-old Robert William Orr, for four felonies counts of video voyeurism, according to a news release from the Flagler County Sheriff's Office.

Deputies were notified of the crime on Aug. 30, after a woman found the USB camera during a weekend stay at the condo.

The camera contained video of the woman, plus a man who was staying at the condo that weekend, undressed. It also contained footage of Orr testing the camera.

The condo owner said she allowed Orr access to the condo to check on it, since she lives out of state. It's usually empty, but she sometimes lets guests stay there, she said.

Detectives found multiple spy cameras at Orr's home. Those are being analyzed, according to the release.

“I’m urging anyone who has allowed Orr unsupervised access into their home to check for secret recording devices and to contact us right away if they find anything suspicious,” Sheriff Rick Staly said. “At this time, the evidence suggests that Robert Orr acted alone.”
